The discussion of the draft Concept for regional clusters development in the ARC was held within the meeting of the Regional committee for economic reforms.
As the developer of the document - head of department of economic theory, regional policy and management of the National Academy of Environmental Protection and Resort Development Irina Berezhnaya reported, the goal of developing the concept was to establish a system of state regulation focused on identification and effective use of competitive advantages in the region, taking into account the priorities declared by the Strategy for economic and social development of the ARC until 2020.
As a methodological framework for developing the concept there were used principles of strategic planning, a comprehensive regional analysis and forecasting, as well as a cluster approach.
"Using the cluster approach allows to identify the competitive advantages of the region by selecting regional and local clusters, taking into account a specialization of economic activity. The formation and development of regional and local clusters will allow to integrate problems of sectoral and territorial development into a single system, given the characteristics of natural resources and geopolitical position of Crimea", - said Irina Berezhnaya
As an example, the scientist has alleged supposed leading regions in specialization of agricultural activities.
Thus, during 2008-2010, the agricultural enterprises of Razdolnoe region retained a high level of potential clustering in vegetable growing, Nizhnegorsky region - in horticulture, Bakhchisaray region - in viticulture, Belogorsk region - essential oil production, Sovietskoe region- grain production, Chernomorskoe and Saki region - in forage production, Razdolnoe region - in sheep breeding, Krasnogvardeyskoe region - in poultry keeping and Krasnoperekopsk region - in fish breeding.
The Concept for regional clusters development in the ARC will identify the principles, main directions and forms of state support provided to cluster participants, providing for consolidation of efforts of cluster enterprises to implement joint (cluster) initiatives and improving competitiveness.
