International Technical Assistance is financial aid given by governments and other agencies to support the economic, environmental, social and political development of developing countries.
International Technical Assistance can be provided as:
- Real estate, which is needed to maintain project (program) goals;
- Works and services;
- Intellectual property rights;
- Financial resources in national or international currency;
- Other legal resources, including scholarships.
74 international technical assistance projects were under implementation in 2012, 28 of which were finished and 46 is maintained in 2013.
To implement all international technical assistance projects in 2012 were spent 73.7 million UAH.

Donors and spent financial resources
The most important donors for the Autonomous Republic of Crimea are Germany, USA, European Union, Switzerland, UN, Canada, Turkey, Norway, Korea, Netherlands, OSCE, Great Britain, Sweden.
Nowadays in the Autonomous Republic of Crimea are operating follow international organizations: USA Agency for International Development (USAID), United Nations Development Program in Ukraine, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Turkish International Cooperation and Development Agency (TIKA), International Organization for Migration (IOM), Sweden Agency for International Development (SIDA), Canada Agency for International Development (CIDA), Swiss Agency for Development and Cooperation (SDC), and others.
The projects (programs) mainly maintained in spheres of education and science, culture, regional development and social infrastructure, health, security of life, community and democracy development, agriculture, tourism.

Project implementation in regions of the ARC
The biggest quantity of projects are implementing in Evpatoria (11), Feodosia (10), Simferopol (10), as well as in Dzhankoy rayon (13), Bakhchisaray rayon (12), Belogorsk rayon (9), Pervomayskoe rayon (9), Nizhnigorskoe rayon (8), Razdol'noe rayon (8).
The biggest ITA projects are:

- EU/UNDP project 'Support to the Regional Development of Crimea';
- EU/UNDP project 'Community Based Approach to Local Development 2';
- GIZ project 'Economic Development Promotion Program';
- USAID 'Local Investments and National Competitiveness';
- TIKA 'Education Infrastructure Development in ARC';
- CIDA 'Ukrainian Project of Horticulture Development'
- Project 'Decentralization Support in Ukraine' (DesPro);
- Project 'Mother Child Care'.
The Autonomous Republic of Crimea signed 6 collaboration agreements to cooperate with international organizations and projects below:
- International Organization for Migration (IOM) (30/05/1012);
- Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) project 'Economic Development Promotion Program' (30/05/2012)
- United Nation Development Program (UNDP) (30/07/2012);
- Declaration of intent between the Council of Ministers of the ARC and UNDP (03/07/2012);
- UNDP for support services in implementation of project 'Sustainable Development in Crimea: rural development models and consulting services';
- Agricultural Market Development Institution in implementation of project 'Water for Crimea'.
To attract and effectively use international assistance funds the Ministry of Economic Development and Trade of the ARC leaded:
- ITA Donors Coordination Meeting (March 14, 2012);
- ITA Donors Forum (May 30-31, 2012);
- 7 seminars aimed on ITA issues;
- Local authorities' work on projects (program) application forms;
- Important ITA tenders information system;
- ITA projects monitoring in 1 half of 2012 and in total.
