Thursday, 30 of May, 2013 in Simferopol at 'Moskva' hotel was opened the II International Technical Assistance Donors Forum with participation of the Chairman of the Council of Ministers of the Autonomous Republic of Crimea.
Idea of the Forum is to build a platform for dialog between donors, local authorities' representatives, nongovernment organizations for ITA projects and programs implementation on the territory of the AR of Crimea.
The Forum was organized by the Council of Ministers of the Autonomous Republic of Crimea with support of UNDP in Crimea, Turkish International Cooperation and Development Agency (TIKA), USAID-funded Public-Private Partnership Development Program (P3DP) and US/UNDP project 'Community Based Approach to Local Development, phase II (CBA-II)'.
Among important participant of the Forum were Ricarda Rieger, UNDP Ukraine Director, Haci Bayram Bolat, Head of Programme Coordinator Office of Turkish International Cooperation and Coordination Agency in Ukraine-Crimea, Guido Beltrani, Director of Swiss Cooperation Office Ukraine (SDC), Stiven Potter, Counselor of the Embassy of Canada in Ukraine, Director of Canadian International Development Agency (CIDA) in Ukraine, and Mick Mullay, Manager of the Public Private Partnership Development Program in Ukraine (USAID)
'Today we have the second Forum, that has already became a platform for violable issues developing, that are implementing with help of technical assistance programs and projects' said Svetlana Verba, the Minister of Economic Development and Trade of the Autonomous Republic of Crimea, greeting guests and participants of the Forum.
Also, the Minister claimed that Ministry's activity is directed to attraction and using of international technical assistance, creating conditions for its maximal concentration on projects. Moreover, all ITA projects match the Development Strategy of Crimea and help to make dialog between republican, regional and local authorities and international organizations.
'To solve these issues we are continuing stage of seminars for grand applicants this year. We organized 7 seminars in international technical assistance sphere last year and help more than 300 representatives of region state administrations, city councils, local authorities and public organizations of Crimea. And now we have result – local communities are very active. It is important to underline, that representatives of education and culture spheres are also want to participate such seminars.
We are going to hold 5 seminars to the end of a year' said the Minister in conclusion of the second session.
What is more the Ministry specially made 2 catalogues with international organizations, funds, projects and programs of international technical assistance that are active in Ukraine and Crimea, and with results of implementation of ITA programs and projects in Crimea.
Totally, agenda of the Forum had 3 panel sessions:
Panel Session 1 'Crimea 2020: key priorities of development and opportunities for cooperation' with moderation of Svetlana Verba, the Minister of Economic Development and Trade of the Autonomous Republic of Crime. Were discussed issues of key priorities and strategic areas of the Autonomous Republic of Crimea development, current state and perspectives of international cooperation, strategic goals for global overview.
Panel Session 2 'International cooperation – base for regional sustainable development' with moderation of Adeline Gonay, Head of UNDP Sub-Office in Crimea. During which were discussed main activities of donors' and international organizations in Ukraine and Crimea, development of external support programs – key priorities and problems, technical assistance results for autonomy, as well as key factors and opportunities for further cooperation.
Panel Session 3'Projects effectiveness: practice for cities and regions' with moderation of Valentina Alenina, expert of the EU/UNDP Project 'Support to the Regional Development of Crimea', representative of PO 'Center for Local and Regional Development of Crimea'. In this session guests and representatives of the Forum were presented by 5-years-results of implementation of Ukrainian Horticultural Development Project and experience of work with international organizations aimed on attraction the technical assistance funds in Evpatoria.
The International Technical Assistance Donors Forum was firstly held in Simferopol at May 2012. It was participated by more than 200 representatives of international organizations, embassies, consulates, local authorities, and public organizations.
